Since the founding of the CEDR in 2000, the faculty of CEDR has laid stress on the integration of theories with practice. They have made investigations and done their studies on the significant and real problems in the process of China's economic development, and provided valuable consultative services for the governments at the different levels. For 3 years, the CEDR has finished more than 10 consultative reports for the central government and the provincial and municipal governments. These reports were highly appraised by the government officials at different levels, and most of the suggestions toward policies have been adopted or even directly applied to practice. Here we give a brief account of main contents of some representative reports of consultancy.

A. In a report prepared for the research project “ An International Comparison of the Social Security System for the Governmental Officials ”, which was carried out by the Research Office to the State Council , Professor Guo Xibao made a rather detailed description and comparison of the social security system of the government officials in developed, developing and transitional countries. He provided policy references which are aimed at reforming the social security system of the governmental officials in China, some of his suggestions are valuable for policy decisions and were highly commended by the leaders of the Research Office to the State Council.

B. Under the guidance of Professor Tan Chongtai , Associate Professor Ye Chusheng et al finished the research report, A Study on Strategy of Development in the Wuhan Economic Zone and the Belt of Middle-Reaches of the Yangtze River , which was a part of the core sub-project, titled A Study on Development and Allocation of Resources and Upgrading of the Industrial Structure in the Wuhan Economic Zone and the Belt of Middle-Reaches of the Yangtze River . This project was assigned from the Ministry of Science and Technology. The findings were submitted to the State Planning Committee and the 5 provincial governments. Their report was openly covered in the principal news media and evoked great response in the society.

C. For three years, Professor Zhang Bin has written successively three consulting reports which were prepared for the APEC Summit Conferences held in Shanghai, Mexico and Thailand. The titles of these reports are: A Comparative Study on the Advances in IAP in APEC Member Countries Since 1997 ; The Trends of Free Trade and Investment in APRC and the Strategy that China should Take ; The New Tendency in Free Trade in APEC and China's Strategy . The suggestions in her reports were considered by the relevant institutions in the Ministry of Foreign Affairs and the Ministry of Commerce for their role of reference to policy decisions.

D. In his report On the Road of Urbanization with Chinese Characteristics written for the Committee of Birth Control of Hubei Province , Professor Jian Xinhua offered some countermeasure of removing the obstacles of urbanization through the institutional innovation. The Committee of Birth Control of Hubei Province adopted some of his suggestions when it drew up the related program and policy of birth control in Hubei Province. The summary of his report was carried in the Digest of Social Sciences Research of the Institutions of Higher Education by the Ministry of Education.

E. Professor Liu Chuanjiang et al assumed the consultative project with the title of Evolution and Tendency in Birth-Controlled Households , which was assigned by the National Committee of Birth Control. On the basis of a great deal of surveys and studies, they drew up the research report A Study on the Child-Bearing Behavior and Wishes in Rural Households . Some of the contents were adopted by the National Committee of Birth Control in its report submitting to the Central Committee of CCP. Their report was considered to be highly valuable.

F. The report A Study into Some Problems Relating How to Expanding Modern Manufacturing Industry in Wuhan was taken charge by Professor Zhou Maorong and was finished by him and his associates. This report was prepared for the consultative project A Study on the Readjust and Expansion of Manufacturing Industry in Wuhan , which was mandated by the Committee of Decision and Consultancy of the Municipal Government of Wuhan. This report was welcomed by the municipal government and was held to “offer a series of new approaches, and play a significant role of inspiring thoughts and servicing the decision of policies”.

G. Mandated by the Committee of Pingba County, Guizhou Province, Professor Guo Xibao and Associate Professor Ye Chusheng co-took charge of a set of the consultative project A Research into the Social and Economic Development Strategy of Building Pingba County into a Well-Off County . The whole set of the reports, on the basis and the actual conditions of Pingba County, provided the advices for policies and was highly spoken of by the leaders of the county. This set of reports was distributed to the root-level for widespread discussions by the masses and some of the suggestions were applied into practice.
